How is the 9th Division Ruled
The 9th Division will follow a different ranking style than the other divisions, It will be composed of the High Council (seats 3-5), the Seated Officers (6-20) the recruits, as well as the Captain and the Vice Captain.
The Captain, Vice Captain as well as members of the High Council will be the leading authorities on disciplinary matters as well as on promotions. The people in the High Council will be those that I have judged of sufficient ability to be a Vice Captain, meaning that the 9th will have 4 VCs, even if there will only be one VC with the actual rank and modding powers
