Hit List
The hit list is a notebook filled with names, its written by a secret underground association which the 8th Division is working under, aside from the gotei 13, 8th Division answers to many underground demands of noble higher ups.
We can add real BD members here, especially when they break 8th Division rules, and or if they somewhat betrayed the 8th Division, and its affiliation.
